Like all plugins the smx goes in the Plugins folder
If there are any special install options it will mentioned in the modders post.
in this case he does state "By default the plugin reads the advertisements from configs/advertisements.txt..."
It is considered you already know the folder structure of sourcemod
There is a link to the how to install "Install/Usage" on the left hand side when browsing plugins

You have the { missing from after the "3"
Make it like this

Hi im having troubles with this plugin to work with colors in cs go if I type in

"1"
{
"type" "S"
"text" "{GREEN}Type !help In Chat"
}

It will just show up as a white text but if i type in

{Green} it shows "{Green}Type !help In Chat"

I know that cs go doesn't support many colors but green and lightgreen and purple should work.

I have seen other servers have colors on their advertisement plugin but maybe I have the wrong colors.inc?

Some post's have suggested adding a space before the {green} (Post 1790)
Example
