1.5.0 added the new Halloween unusual effects, so that's why you're getting that.

As for anyone getting the error on the latest version, I dunno. I haven't gotten it since the latest update on my servers.

Try updating SteamTools. Minor versions are always bug fixes, I never log those in the changelog.

Edit: Located the problem. My web server went down.
