i can't confirm your issue with the latest version this part work excellent for me.
Its just that my server keep spamming in console and it just looks like he isn't hibernating.

Edit: It seems to happen if people leave the server (to 0 real players), but work correct if server gets restarted or map get reloaded manually. I wasn't able to find any "hibernation" of the server in my logs after all ppls left
. Plugin started to spawn infected without real players playing and after the game "ends" according to the logs -> standard map got loaded -> the plugin starts checking if there are real ppls and server seem to not hibernate anymore.
