Don't run in compatibility mode. That's for backwards compatibility, not for 32/64 compatibility. The server will automatically run in 32bit mode.

Note that if you compile it using the source you:
get warnings (come on?).
get a file called geoipcity_amxx.dll not geoipse_amxx.dll.

The .inc is included in the source project but not as a file.

Region is included in City.

I get same error after I deleted geoipse from modules.ini and .dll file from /modules/

Deleted hlds.exe, updated this file again and still don't work.

Now I need to reinstall my server?

It's a problem with CityConnectAnnouncer.amxx
I deleted this from plugins.ini and now work.

Edit 2: I will try to compile CityConnectAnnouncer.sma locally..
