anyone can make a plugin to exec commands on client connect:

exemple:
i have in configs dir commands.cfg with this:
bind v +hook
bind l +voiceall
ect...

but, i need a plugin to exec this in all clients !!!!!!!!!!

that doesn't make sense at all, just tell your players about the commands,
so they can bind them on their own.

just binding keys for the clients is the worst of all solutions for that,
as those keys could already be bound to functions.

just add those commands to your motd, motm or scrollmessage.
