Can someone create plugin - Headshot special

Commands:
amx_hsct 1 or 0 (can hit/kill CT only with HS)
amx_hst 1 or 0 (can hit/kill T only with HS)

Example:
amx_hst 0 , amx_hsct 1
Terrorist can kill CT only then shooting in head.
CT can kill terrorist then shooting in body or head..

But if i shooting in body CT, they slowdowns... (How without this plugin....)

My En.. is very bad... xD
