Is there any way I can use something to turn all functions of a plugin off with something like a cvar, permanent? What I mean is, a cvar to control the whole plugin, and if you restart the server, the plugin still would be turned off. It wouldn't matter if the plugin would have to be re-installed to work again.

Why don't you just disable the plugin in plugins.ini ?

Then how would I be able to change the plugin status in a file and change it?
