I have cssdm running (the older version, I haven't upgraded to 2.0 - waiting on a menu system for sourcemod). When on dust2 or other non-custom maps, each player respawns in their team spawn points every time. I know there is a way to set the game to respawn randomly around the map, but I'm not sure how.

Any advice?

Make sure "preset" is the method set in the config file. If you're missing a spawn point file for that map then it's moot. You can add spawns using cssdm_login/cssdm_addspawn (I think those were the commands).
