Need A Useful Bot Manager

i rent a linux c.z. server and have yet to find a way to do this without podbot or any other bot addons.can someone please write a script that regulates the number of bots according to the number of humans?
heres a basic example below....

---- heres the scenario starting with an empty server ----

0 humans = 4 bots (or any predetermined amount )

1 human joins = 1 bot leaves , making it 3 bots and 1 human

another human joins ( making it 2 humans ) = 1 more bot leaves making it 2 bots and 2 humans

2 more humans join ( making it 4 humans ) = 2 bots leave making it 4 humans and 0 bots

1 human leaves ( making it 3 humans ) = 1 bot joins making it 3 humas and 1 bot.

3 humans leave ( making it 0 humans ) = 3 bots join making it 0 humans and 4 bots.

so its basically a script that regulates the number of bot players according to human players to keep a minimum number of player in the server.

can anyone make this plugin? i have had podbot and other bot plugs but i really dont like them. especially if u have to make waypoints.if anyone can make this im sure it would be popular.

podbot can do this.

just set
pb_minbots 0
pb_maxbots 4

or whatever you want '4' to be
