Open the port needed, start your server, go to

http://www.ipaddress.com/

And get your external IP, and add the port to the end.

Then you have the IP that other can connect to.

27015 since its deafult so instead of typing for example: "connect 223.63.32.1:86746" you only type: "connect 223.63.32.1" wihtout port.
