Might not be possible, I dunno, but is it possible for someone to make a plugin that when a person connects they can't click OK on the MOTD just yet... They'd have to wait a few seconds (could be defined by a Cvar) before they would actually get to play. All in all, it would lock the MOTD, and hopefully make them read the rules. Also, if someone has read it locked once, they could get pass the lock. Probably a little confusing, but hopefully someone would understand. ;)
