OK this is NUTS!

I made a mistake in my superhero.ini on PURPOSE just to see if I get an error in the console.... NADA!
Why arent I getting an error when I know the INI is wrong?
I am trying to get the levels to level 40, when I go on the server I can only get level 10

It would seem the Superheros are not loading at all... but here are my plugins:

edit:

sh_numlevels - <#> (default = 10). Number of Max Levels. Put this somewhere into you config file (server.cfg is fine)
