Redirect by country

Anyone interrested in making a plugin that will redirect players that are NOT from a certain country, when the server is full, to let people from that country join? Like a reserved slot system based on country.

To make an example:
A server is full, 16 players. 14 are from .NO, the rest .SE. A player from .NO tries to connect, and one of the players from .SE are redirected to another server to make room for the joining player. Also if a .SE player tries to connect to the full server, he is redirected since the server is full.

Does this already exist? Anyone up for a challenge?

Actually it doesn't. Read my request once again, and you will find that no plugin does exactly the thing I want it to.
