I've been thinking about it.

But right now the server plugin interface is heavily limited and I don't know much I can do.
In the end, it may be impossible... I'll look into it in a few days and say something definitive

I'd say its impossible. You can't control that much of the game's function using the interfaces Valve provides

We want to wait to see what Valve does. They said they would improve the server plugin interface for us.
