HLguard isnt compatible with VAC. we tried it and it crashes the server everytime. and im only using the HLguard with the setting to stop the cl_...speed 9999999999999. and it kept crashing server. Any idea?

i run both VAC and HLG so i dont know what your problem is

sorry, we just figured it. we were running the current VAC and the 1.7 version of HLguard. its working nicely now

Forget HLgaurd. Just set all hero cvar speeds no higher then 400, problem solved.
