Whitelist certain VAC banned players plugin?

I host a css server at koopkorp.com which I let cracked v92 and steam players join ( I have lilac and smac installed ). I also use revemu for the server even though I actually own css on steam. My friend doesn't cheat anymore but he used to forever ago so he has a VAC ban for all non-csgo games. It sucks cause every time we want to hop on my server he has to switch accounts then log in. I was looking around for a plugin which whitelists certain VACed players and lets them join your VAC secured server. I saw vanz666's noVAC plugin but even though I added my friends SteamID ( ex. STEAM_0:0:12345678 ) to novac_users.txt he still cant join. The plugin itself is running and shows no errors at all. I have my sm_novac_mode cvar set to 0 so he should be whitelisted and not blacklisted. Please let me know if there is another plugin which I can use or if I'm doing anything wrong with noVAC, thank you!

In your server startup command:

Info: "-secure" means that your server is VAC secured, otherwise use "-insecure" to disable VAC.
