Sometimes the same happen to me, i'm using Spawntolls for a long time but the "Team is full" error happens... Most of times is when u try to go back from spectator or change team (and obviously the server have more than 32 playng players).

It wont help me, I use csgosl 2.7.6 under "run" bookmark I scroll down to misc and type -maxplayers_override 22, when server starts it goes back to 64
