Does it exist a possibility to add a determined sound to a STEAM ID? so whenever this STEAM ID joins it plays an specific sound?

You're missing the include files. Extract the entire contents of /scripting/ from the zip, along with the entirety of the /include/ folder.

Hi i need help, ive placed diff songs in the join sounds folder and changed the join sounds cfg file to the the mp3 file names, but when i enter the server the songs does not play. i can see csgo downloading those songs in the loading screen though

You will need to setup a Download URL (FastDL) on your own web host, then set the following line in your server.cfg:

sv_downloadurl "http://yourwebhost.com/fastdl"

Files that require downloading (custom sounds, custom models, etc..) need to be hosted somewhere, they don't download directly from the server. For all custom downloads, you will need to upload all required files to both your server and to your FastDL/web host.

There is a stickied thread in one of these forums that tells you how to set one up and has a list of potential providers. I don't remember which forum here off hand.
