Looks like Valve has no intention to re-implement an MOTD in Panorama, from tonight's latest update.

– Added a button in scoreboard to view the server’s website. The URL of the server website must be specified in the motd file referenced by the motdfile cvar setting on the game server. Default server installation has the motdfile cvar setting configured as “motd.txt” which contains a default URL.

Hmm, I'd prefer something akin to TF2's trade request notifications. A little notification pops up, explaining that the server would like to open a URL for you, and displays the URL. If you accept, it opens the URL in the Steam Overlay browser.

But if they can't do that, this change sounds appropriate.
