I've set maxplayers_override to 15 in start.bat
but people can join through console and server becomes 16/15 i dont know if even more can join..
how do i fix this?

Load plugin reservedslots.smx and add 1 resererved slot. Then it will kick 16th player.

reservedslots.smx is already loaded

this is my config is sourcemod.cfg:
sm_reserve_type 0
sm_reserved_slots 0

how do i make the reserve slots for admins only?

sm_reserve_type 1 << a flag players replace people without the a flag.
sm_reserved_slots 1 << Number of slots you want reserved.
