It looks like someone did a bypass dproto (for verify packets)
0x03 = console client the maximum number is 20 (commands) to detect dproto(0.9.3xx/4xx/5xx)
steam does not have a filter for 0x03, so the problem exists and there

Check the connections with a " or messages with a " and block it/replace it with another value (or no value) (Use orpheu for this, better way)
