[Help] CSGO Auto Pick Timer

I'm not exactly sure if this is protocol or not to post like this, but if the thread gets deleted so be it. I am currently looking for help on setting the Auto pick timer for CS:GO
When we join the server the auto pick timer is set to 60minutes, but in the .cfg it's set to 15 seconds.
We don't know what is over writing, or if there is a plugin to do so? We've been looking for things to do for almost 2 days.
When you 1 player joins the server, it starts at 60, and say that person is just sitting in there waiting for... 15minutes, the timer will be at 45minutes, is there something we're missing?
Any help would be appreciated ;[

You have to edit gamemode_casual.cfg to get the times to work. If that doesn't work for whatever reason try this plugin by blacky https://forums.alliedmods.net/showthread.php?p=2334694.

Try to set m_fForceTeam on player_connect_full event if nothing else helps out ( well thats requires coding knowledge )

Dont edit gamemode_<gamemode>.cfg

When Valve pushes updates to the default gamemode configs you will lose your edits.

Make an _server.cfg version and edit that. _server files are executed after their non _server versions which allows you to overwrite the configs without losing your edits on updates.
