I want to make command available for user only 2 times a per day which is 24 hours, even if he disconnect from server and once he use his command for first time then he can use command for second time after 1 hour. after 24 hours are finished his counter should be reset to 0.

NOTE: User can use command for 2 times which is max after that he has to wait for completing is 24 hours.
