Any ideas what this Plugin is?

I've seen this in several different servers, any idea what it is?

It slides-in at the top-right corner and after 3 seconds, slides-out.

lol, is that possible in cs 1.6? never seen that type of message.
Most scripters or users say that it's illegal. But why? It's just a message like HUD, why it should be illegal.

Because it's from CZ but somehow included in CS. I don't really know if/why it's illegal. But basically if you own both games you're fine. But there's no way of telling if the joining player owns CZ. At least this is how I understood it.

Honestly, if I did understand it correctly I think it's pathetic. It won't make a difference and Valve probably couldn't care less.

This are Tutor messages from CZ. CS 1.6 and CS CZ share the same binary, but cz stuffs are locked in cs 1.6
The reason why it's not allowed here it's the same as for cz bots or cz hostages. It gives the user access to some content that he does not own.

Anyway, I agree with Black Rose, this is stupid and valve don't care, but we can do nothing.
