It does not matter whether you are distributing it here on the forum or not. The license applies to any distribution of SourceMod or derivative works (plugins). If you convey the smx file to anyone anywhere, you must also convey the source code.

I will provide source like I always did but php is not under SM license so I will keep it for now.
