Bot limit and Server Slots

Whenenever someone joins my server in CS GO, the slots on the browser go from 0/12 to 0/3. It doesnt't even show someone's in the server, it just says 0/3.

My current config looks like
bot_join_after_player 1 // 0 = Bots in server without players / 1 = Waits for players to join before joining
bot_quota 6

but im a bit lost. How do I fix this?

use host_info_show 2

NOw it's showing as 2/2 with 3 people in it ...

heres what's in my server.cfg

Tried playing around with all values to no avail
mp_do_warmup_period 0
mp_teammates_are_enemies 1
bot_difficulty "3"
bot_auto_vacate yes
bot_join_after_player 1
bot_quota 6
host_show_info 2
host_players_show 2

Those settings DONT belong to server.cfg and are overridden by gamemode configs
