If you don't like that change, roll back that cvar (forgot the name) from 0 to 1 in your server.cfg to put it back to normalcy.

I'm relatively sure we're still waiting for a new snapshot, as after installing 5216, my error logs are filling with errors related to the admin-flatfile.smx plugin.

Give em a bit - I'm sure there's some unexpected stuff in there they need to look at.

The weapon reskins seem to be actual items, judging from the item schema API that I loaded to check. All item indices > 15000 are the new reskin weapons.

So basically, only MvM robots can use them without having that attachables nerf in place. Example listing from the API (hidden as spoiler).
