Suggestion
In your plugin dead & spec cant see alive players chat and also alive pls cant see dead & spec chat. you said that is because you want. by adding a cvar you can make It how admin of server wants. or at minim every one can see admin chats(even he is on spec)
your plug using the last flag that admin have for tag an admin. you can add ability of supporting multi flags addition of admin last flag that maybe have more priority than admin last flag. or multi flags can be used instead of admin last flag
These are my suggestions . I am not saying these are better but if you have time for it you can think about them maybe they be useful .

Default Log Dir : cstrike/logs

pleasse make back the chat log to file too !

Blue is the team color for CT's.
If you are in CT team you'll see the message in blue, if you are T you'll see the message in red.

pokezao, but Colored Translit allows blue chat for admins even they plays for T.
