Yeah, I know it's another thread about that stuff, but I still didn't find the answer.
I own a dedicated server in a server room with good connection by optical fiber. I host there few hl1 servers. The problem I have is with the quality of game, mainly accuracy. Server is stable(stable FPS number, low CPU and RAM usage), but sometimes players complain about accuracy. I think the problem is with the server side and client side rates. For players I recommend that set of settings:

rate 100000
cl_cmdrate 105
cl_updaterate 100
ex_interp 0
according to that guide: http://steamcommunity.com/sharedfile.../?id=126383209
I know, that rate there is recommended to 25k, but the guide was created before 100k become available.
On my server I use:

sv_maxrate 100000
sv_minrate 100000
sv_maxupdaterate 100
sv_minupdaterate 100
Now tell me, that it can be too high setting for some players with bad quality connection, and it makes that players become lagged and couse accuracy problem? In that case should I lower only sv_mins value, or both - sv_mins and sv_maxes? Also I'm wondering what would be the correct value.

Lower you min values, not everyone can handle that high of a rate

But how many lower should I try?
Also what will happen if minrate will be 80k, maxrate 100k, and player, who cant handle 100k will set rate to 100k?

I'm also wondering what will happen if minrate=80k, maxrate=100k and players will have rate=20-25k(Most of them don't know that it is possible to set it higher).

If a player has a rate below your min, their rate becomes your min.
If a player has a rate above your max, their rate becomes your max.

If a player's connection cannot handle the rate you set, then they will face various gameplay issues because they will not be able to process everything correctly

Will other players(who got good settings) face that issues?

If players set their own rates too high, they will have issues.

Im wondering, if in certain situation that Yami have described, will it affect other players with good settings.

If their rates are higher than your max, then they will be forced to use whatever you have set as the max. Ideally, this should not negatively affect them.

It will have some affect. It's unlikely that the effects will be to that player's advantage. So, just set your minimum to a reasonable value and your maximums can be max if you want (it's up to you).

So, set the rates and see if there are any issues. Trial and error is the best method here.
