It works fine. Back away from the enemy before pressing the button. Then have the enemy walk toward you and hit his taunt button.

Still works for me, too, using the Taunt button instead of the Action button.

Valve broke a second person using their Action button to return a high-five a long time ago even for players on the same team.

As of the Love and War update, this plugin's functionality is apparently built into TF2 now.

I think his message was acknowledging of the times in the past that the plugin was utilized before this update. Hence the tense chosen for the word "gave."

It seems that valve tends to like some sourcemod plugins so much, they implement it into their own code Best plugin ever!
