Just figured it up.
There is a client side program that changes your steam id to something esle. (original steam id has 8 symbols after ':', and the program makes it 9 or 7)

This part of the code thinks the steam id is invalid

and returns plugin

Now I ban via CmdBanIp. (I wish players will not use hidemyass thing in cs)

That makes absolutely no sense. Banning by SteamID is how you ban individuals. Banning by IP potentially bans unintended people because most IPs are not static.
