I know how to install Dedidacted server with MM&SM on Linux.
Around one-two years ago I had sourcemod at my PC and was working pretty good (that wasnt dedicated server, that was basic installation in tf/addons in my Team Fortress 2 client - from what I remember).

I want to have sourcemod on my local server, when Im launching map from console.
BUT Valve screwed up everything, I think?
I dont know if is that still possible to install SM on local computer?
If yes - what steps should I do? Should I use that tf/custom directory for MM&SM?

I tried with latest stable MM:S for Windows and nothing.

Not sure what you're asking for. But are you asking if its possible to run a dedicated server using your personal pc that's running on windows?

Im asking about have Sourcemod when launching local server in game console.
Like: Run Team Fortress 2 > open game console > map cp_badlands > local server is running with sourcemod

No... just fixed to prevent players running mods in they game for cheating purpose while they played on another server than his own.

add -insecure in your game launch options to run plugin in your game.
