I wonder why VIPEscaped and VIPKilled is in the engine. Prob they were going to implement it in source and they decide they were too lazy to finish it.

They are probably just lazy to remove it. Flashlight, all the spray decals, even spray sound and a bunch of other unused stuff are still in the game, but none of them are gonna be fully implemented.
With some magic can be put in the workable condition again... until they decide to break it.
