I know the flag is k, but how do I add an admin with steamid * ?

I want everyone to be able to vote, it says nothing about specifying default flag for everyone who joins

unfortunately override would not work because of immunity levels... you would need to run a separate plugin for those feature.

Doesn't CS:GO have built in map-voting that all players have access to? They press Esc in-game, and go to the voting area.

That would also mean they have the ability to kick an admin if that option is enabled. By default it's a bad idea.

yes if sv_allow_votes - you have to have mapgroups setup - its not related to SM map lists at all.
