This plugin Useful for help admin to Management Server's
Admin can choose player to captain for each team
and
Captain can do
1-ban ( for 2 min )
2- kick team player
3-gag team player
4- ungag team player
5-go spect team player
6- join spect to team

appear control panel for captain ( say /cp )

Whether or not there is another plugin that does exactly this is irrelevant. I stand by Arkshine's post.
