Is there a way to disable admins from using the commands and just use this plugin for pre-round?

You can set the commands to be root-only (it's the 'superuser' admin flag) in admin_overrides.cfg (just search for Admin Overrides in... Google? and you'll get info). Then you can set sm_aia_waitingforplayers 1, which should be pre-game time.

Updated to 1.2.8
-Fixed Festive Ambassador and Festive Grenade launcher having ammo set instead of clip.(Thanks to raygius for pointing it out)

What FlaminSarge said. However if by pre-round you mean setup time, I could add an option for that.

sm_aia_all "0" isnt working i want to make my server a noclip server but this command isnt working

You can disable infinite cloak by commenting/removing SetCloak(client) from the SDKHook_OnPreThink(line 511). The code doesn't differentiate spy watches, so if you want to disable only the dead ringer you'd need to do a bit more work.

It's unaffected by that cvar because it isn't extra stuff, it's still ammo related.
