I couldn't see any issues with the original plugin, and the original author rewrote his plugin - http://forums.alliedmods.net/showthread.php?t=66154 - so this is still a duplicate.

It does not matter if your plugin creates errors or is error-free.
It was unapproved because there are already other fully-functional plugins that perform the exact same function.
