For this, you'll want to at least provide a detailed list of the features you're looking for. Something thrown together hastily isn't going to get you far. Also, you'll probably want to post a price range that you're offering. Keep in mind that if you want serious coders, or anyone to prioritize what you want done, you'll be looking at paying a premium as these programmers are doing these requests in their spare time.
