[TF2][REQ][$$$] Custom Unusual Hat's

Looking for a plugin for my servers where people with specific flags have access to putting custom hats on their character and applying unusual effects as well as paints for it. This plugin will obviously incorporate the TF2 Items Extension and i am aware that i can just manually insert custom hats and qualities but its really annoying to constantly update it which is why i want a plugin made. I might be willing to pay but only if the price is around $20. I am just a starting community and we are not insanely rich so if any of you are interested in making such a plugin for me i would be very grateful. Custom hats don't work anymore. Valve broke all of them in 2010. Also good luck finding a coder who will code anything for $20.

It's possible to do the unusual effects + paints. I coded a plugin which does the effects. (Who hasn't?)

is possible but no one will want to spend their time coding it for 20 when you could resell it for major profits.

i have a plugin that will do this, has errors with painted hats tho, you can edit it as you will pm me.
