Any chance you could make a plugin for reserved slot that works in CS:GO? default one doesn't work, mani-admin doesn't work properly and I haven't found any that works 100%.

OpenSSL and FOpen are not available no, you will hardly find these available on simple web hosting plans.

That would be possible if you administrated your own dedicated server, and if you're not an expert, it's complicated.
