I'd suggest looking at the options of whatever plugin provides it - presuming you'd just remove it if it was a stand-alone one.

you probably using advcommands ( https://forums.alliedmods.net/showthread.php?p=889397 ) that include /me chat.

To disable look documentation:

sm_adv_me 0/1 - Enable /me trigger (irc-like)

It also comes with FunCommandsX.
Disable that plugin's command with sm_sa_me 0.
