Original author here (formerly Pinkfairie). This plug-in was discontinued nearly half a decade ago, and the source code remains publicly available on this forum. He is welcome to edit and distribute as he pleases.

Any individual is free to fork/modify any available SourceMod plugin. If it was available at one point in time, it's free to be posted here. However, if there are any bugs or issues and the individual who posted it is unable to support it, it will likely hang out in the unapproved plugins section. In line with that statement, there are also a few other roleplaying versions available, so the odds of this one being approved are low unless it has good reason to be.
