can i do the following
amx_addban 123.456.78. perm
and it will ban all the ips?

or should i have aplugin for it?
if so please give me a link cause i couldn't find any

Why not just ban by Steam ID?

Banning by SteamID is the most reliable. Otherwise, you will have to search harder for what you want because it does exist but is mosly pointless since SteamIDs are best.

i want to ban a certain cafe (where there are like 30 to 35 computers, maybe more)
i want them to be able to play when they are home for example with there steam but not when they are in the cafe
