Kick players with less than X hours played

Could someone create such plugin? This would be quite useful against cheaters, eg. plugin kicks players with 50 hours or less game played. Very useful on team fortress 2 especially.
If someone is caught cheating, he will be banned forever. However, some cheaters create new accounts. With plugin like this, they can't come back until they have played for some time, so they have to put some effort if they want to cheat on the same server again.
If profile is nonexistant or hidden, autokick.
