Probabaly doesn't work with "Hide known file extensions" enabled. This is why that is one of the very first things I change when installing Windows.

I would suggest a good source code editor like Notepad++ (almost anything but the standard Notepad). You can save them directly as .html or you can rename them through this (especially if you have the aforementioned setting).

Also note that there is no difference between the two file types other than the extra letter in html.

Didn't even think of that. I just tested it in Win7 and you're right. That's got to be one of the worst inventions since Windows 95, keeping the user ignorant.
