Fog is, in fact, a client - sided option.
You can just execute client console command to change fog color when client connects and then override it via alias. That will make them have that black fog you want and prevent them from changing it to white fog (well-known exploit of ZP).

Just make your own experience with the fog. 0 0 20 would be slightly blue.
