It has to be something simple you're not doing, it often is. you have probably spent so much time on it you are looking right at the issue without knowing.
I posted my screenshot above, works fine for me as you can see in the screenshot. I have not done anything special at all to my server to make this work. It worked as soon as I loaded the smx and entered a desc into server.cfg. I would physically remove all plugins from the folders and any extra extensions that you have added, and start with only MM/SM/This plugin.

Your servers aren't always too busy as I can see in the screenshot. Ads boring as it might seem, if its that important for you to have a custom desc, its probably worth starting from scratch.

Might be a rather obvious question, but SteamTools is loaded? Is it up-to-date?

you need to stop saying it doesn't work for CSS. Its not helping the developer. As you can see in my screenshot it IS working for CSS on a windows server.

Yes it is either the way you set it up or it is conflicting with something you have running. Only you can eliminate all possibilities.

I'm running this and it works great..just doesn't stick - seems a restart reverts it. Can you hard code it into the script and recompile it to stay what you want cause I didn't see that in the script anywhere?

Did you put st_gamedesc_override "My Name" in a cfg file? That's what you're supposed to do. I put mine at the bottom of my sourcemod.cfg file.
