I didn't read the whole thread.
If you are having problems with fast download, you should make a topic in Server Discussion or Off-Topic since it no longer is specific to the plugin anymore.

all the the files like maps (bsp) wad and ech download fast except the files of this plugin use

Yeah, put them on your fast download server.

look, i have double upload my new files every time.
one's to the game server dir (HLDS host) and second to the http fast server.
the folders look the same (the path of HLDS host And HTTP server),
the files host in http pub server can be donwload unlimitation speed
everything it like it supposed to be

so i don't know waht else can i do..

Do maps DL Fast if not that you probably dont have FAST DL set right?
