I have a 26 slot servers, and only 25 i could go up to it. Could someone help me as to why only 25 i could go up?

You probably have a reserved slot.

If it is a reserved slot, then yes.

Another cause could be that the server is really only 25 slots but is using sv_visiblemaxplayers 26.

Or, there could be an HTLV or something taking up the last slot that the OP didn't notice.
