Searched through the existing plugins but could not find anything like it. I would like a plugin that allows a server admin to ban a player's chat abilities, like amx_ban, for a certain amount of time which doesn't expire on map change or server crash. I've looked at amx_llama but I don't want a user to spam chat with anything. On attempting to chat with say or teamsay they instead receive a message saying how much time remains on their ban.

Other functionality which would be useful:
-Add a reason to the ban which the user receives when they attempt to say
-Add the same functionality for voice chat
